IsraAID, founded in 2001, is a non-profit, non-governmental organization committed to providing life-saving disaster relief and long-term support. For over a decade, our teams of professional medics, search & rescue squads, post-trauma experts, and community mobilizers have been first on the front lines of nearly every major humanitarian response in the 21st century. Our mission is to efficiently support and meet the changing needs of populations as they strive to move from crisis to reconstruction/rehabilitation and, eventually, to sustainable living.
RESPONSIBILITIES AND QUALIFICATION:
The primary function of the Programs Coordinator (PC) is to lead the planning, designing, implementation, development, and administration of IsraAID Moldova country's strategy and programs. The PC will be reporting to the Head of Mission and have direct line management responsibilities over the Program Managers.
The PC will further support and guide Program Managers in the concrete implementation plans for each project, provide budget oversite and ensure donor reports are of excellent quality and prepared in a timely manner. He/She will identify needs for specialized expertise and work with the Head of Mission to fill those gaps. He/She will utilize and adapt existing program management tools in collaboration with IsraAID HQ Programs Department.
Program Development and Management
- Reporting to the Head of Mission, proactively oversee all projects in country through all components of the project management cycle providing ongoing managerial support to Program managers
- Ensure that all programs, projects and activities have clear and realistic objectives, identifiable direct/indirect beneficiaries, have a concrete, realistic and impact-oriented implementation plans
- Ensure proper risk assessment and mitigation strategy is developed for each program, project and activity and constantly monitored
- Effectively monitor budget implementation against programmatic targets, with support from Finance and Head of Mission
- In collaboration with all relevant staff, oversee timely reporting for all programs according to internal IsraAID and donor requirements, ensuring strict compliance with donor contract requirements and reporting deadlines, and that the verification of submission shared with the Head of Mission.
- Lead in organizing projects meetings, covering all aspects of project planning and implementation
- Ensure that all programs, projects and activities are designed and implemented according to IsraAID’s and international programmatic protocols, guidelines and standards, and that program planning and implementation are conducted in accordance with core ethics of intervention;
- Develop project concept notes and proposals
Technical Support to Staff
- Guide Program Managers in implementing project activities, including workshop and training coordination, community mobilization, community supervision, cooperation, and other program coordination.
- Support the design of staffing plans for each program in coordination with the program department and assist in relevant recruitments.
- In collaboration with HQ sector leads and specialized technical staff in Moldova, support project managers to ensure the quality of content development for each program.
- Recommend and facilitate the participation of program staff in necessary trainings to build capacity.
- Maintain regular communication with the Head of Mission, Program Managers, and field staff.
Coordination with external partners
- Assist in strengthening IsraAID's presence in Moldova by supporting, creating, and strengthening relationships and cooperation opportunities with partners, donors, relevant government structures, and the community.
- Work to enhance stakeholder cooperation related to IsraAID Moldova programs and projects.
- Attend coordination meetings and other relevant meetings with authorities, donors, partners, Civil Society Organizations, and other stakeholders as required for optimal program management.
- Accompany IsraAID's national partners in organizational processes, taking into account the needs on the ground, IsraAID's mandate and capacity of the partner, as well as donors' requirements
Education Qualifications and Experience
- Higher education in international development, social sciences/economics, psychology, social work or other relevant fields. Master’s degree preferred;
- Minimum of 5 years’ experience of working in international development, humanitarian response, or with non-for-profit organizations, with proven experience implementing program in developing countries or emergency settings;
- Must have worked as a Program Officer Handling Multi-sectoral
- Proven experience in at least one of the following sectors proffered: protection, Health, Education.
- An excellent understanding of, and practical experience with programme design tools, MEAL, program management tools and ethics in programming;
- Experience in directly managing and supervising diverse and multinational and Multi-cultural teams;
- Ability to relate to and motivate staff effectively, demonstrated experience of staff capacity building;
- Structured organizational skills, detail oriented while still maintaining the bigger picture;
- Highly reliable, able to consistently meet tight deadlines and work in stressful environment;
- Ability to work independently, exercise sound judgment and make decisions independently following consultative processes;
- Creativity and ability to work with limited resources
- Strong planning, time management, and organizational skills

- As applicable to the position, maintains a clear understanding of IsraAID and donor compliance and ethics standards and adheres to those standards.

- Actively promote Prevention of Sexual Exploitation and Abuse standards within IsraAID.
