Position: Psychosocial Support Officer (National)
Location: Cabo Delgado, Mozambique

CONTEXT: IsraAID is an Israel-based non-governmental organization that was founded in 2001 and has since its inception worked in emergency and long-term development settings in over 55 countries. IsraAID’s mission is to support people affected by humanitarian crises by partnering with local communities around the world to provide urgent aid, assist recovery, and reduce the risk of future disasters. IsraAID has operated in Mozambique since 2019.
IsraAID is looking for two national Psychosocial Support officers to support the organization’s work with both host and IDP communities in resettlement camps in Cabo Delgado.
The candidates must be Mozambican nationals with demonstrated experience in the field of MHPSS and a strong background on SGBV. The position requires a “hands-on-person”, with experience in delivering and facilitating trainings; proactive, and focused on delivering results and with strong multi-tasking skills.
Job Purpose
The PSS Officers will lead trainings with partners and beneficiaries, conduct field visits to project locations to monitor the implementation of the contents learnt during the trainings, coordinate with other partners in the field, elaborate progress and activity reports, and support all MHPSS-related activities in Cabo Delgado.
Duties and Responsibilities
The PSS Officers will work under the supervision of the Program Manager and will be responsible for:
Technical support
- Support the overall implementation of projects, ensuring high-quality project deliverables.
- Contribute to the execution of project plans, monitoring and evaluation frameworks, and budgets, guaranteeing adequate communication and organization between all relevant stakeholders.
- Support logistical aspects of projects including community mobilization, facilitation of trainings, and liaison with relevant provincial and local authorities.
- Contribute to projects´ narrative and financial reports in a timely manner and in compliance with donor and internal requirements.
- Provide inputs and work closely with relevant technical staff in Mozambique´s team in the development of quality CP, SGBV, and MHPSS tools including training modules, manuals, and tool kits, in line with government and IsraAID internal strategic priorities.
- Contribute to capacity development of IsraAID staff and partners in gender equality, social inclusion, and child protection.
- Provide technical support in the development of high-quality concept notes and proposals that mainstream gender equality, social inclusion, and child protection.
- Being in charge of the MHPSS materials and making the liaison with Operations Team for the procurement of the needed activities items.
Representation and organizational learning
- Represent IsraAID in relevant working groups and forums and raise the profile of IsraAID’s work in Mozambique.
- Assist to establish partnerships with government departments and other organizations working in gender equality, social inclusion, child protection, and MHPSS.
- Lead in the collection and documentation of stories, case studies, and best practices from the project to inform future phases of implementation, and support ongoing program design.
Assessment, planning, and project development
- Adapt assessment questionnaire and carry out assessments in protection and psychosocial support using a mixed variety of methodologies;
- Train assessment teams to carry out assessments and analyze findings in order to develop or revise a plan of action;
- Participate and lead, when needed, in the assessment analysis and reporting
- Map referral services and pathways;
Other
- Maintain good socio-professional relationships with national and international partners;
- Attend training when required;
- Attend team meetings and give qualitative inputs;
- Actively participate in cluster meetings;
- Be flexible in performing their duties to ensure that beneficiaries are receiving good quality services;
- Strictly respect the confidentiality of data and property of beneficiaries.
Essential knowledge, experience, and competencies/skills
- Mozambican National or other citizenship authorized to work in the country.
- Significant experience in an equivalent position in a development or humanitarian context,
- Experience working in training and program implementation.
- Bachelor’s degree preferred in Social Work, Psychology, gender studies, development studies, or another relevant field.
- A minimum of 2 years of relevant work experience, with a focus on CP, SGBV, and protection mainstreaming.
- Knowledge of relevant guidelines and standards on gender; experience in the development and utilization of inclusive evaluation and gender analysis tools and frameworks.
- Experience in the design and implementation of gender and social inclusive MEAL frameworks.
- Capacity development of local staff and stakeholders, including the design and delivery of training to diverse target audiences.
- Ability to work flexibly in communities with challenging and changing environments.
- Demonstrated leadership skills, and pro-activity in engaging in tasks that need to be done;
- Proven ability to work independently in a changing environment;
- Team player with excellent communication skills and ability to work with people of diverse backgrounds.
- Advanced skills in Microsoft Office (Word, Excel, and PowerPoint).
- Proven ability to work independently in a fast changing environment;
- Able to work in a high stress environment;
- Excellent writing and communication skills in Portuguese and English.
